REFUELLING IN EIRE PORTS GOVERNMENT RESPONSIBILITY (United Press Assn.—Elec. Tel- Copyright LONDON, November 1 Replying to a question in the House of Commons as to whether adequate steps are being taken to prevent German submarines using the west coast ports of Eire for refuelling, Mr Winston Churchill, First Lord of the Admiralty, said the responsibility in territorial waters rests with the Eire Government; elsewhere the Royal Navy was doing its best.
