CHANGES IN CABINET
STRICT NEUTRALITY AFFIRMED GENERAL ARGESANU AS PREMIER 1 ' ' * (United Press Assn.—Elec. Tel. Copyright) BUCHAREST, Sept. 22 King Carol summoned the Cabinet, and last Light it was announced that General George Argesanu, commander of the Bucharest Army Corps, had become Prime Minister, General lon Ileus, Minister of War and General Gabriel Marinescu, Minister of the Interior. No other Cabinet changes were made. General Argesanu, who Is 56, is a former War Minister. He is regarded as one of Rumania’s best soldiers. The new Cabinet passed a resolution reaffirming Rumania’s strict neutrality. The Government has proclaimed a state of emergency and the police have begun nation-wide raids on suspected members of the Iron Guard, which has been officially declared responsible for the assassination of the Prime Minister.
