BOOKMAKERS AND LAW DEPARTMENTAL CONNIVANCE SOLICITOR'S CRITICISM (Dy Telegraph.—press Association) WELLINGTON, Saturday What he described as the " hypocritical and farcical state of affairs existing in regard to bookmakers ’ was referred to by Mr A. J. Mazengarb, appearing for a billiards saloon proprietor who was lined £3O for carrying on the busines of a bookmaker. Counsel said the law was that bookmakers could not carry on business, but none the less one Government department gave them every facility to do so. While his client was making part of his living illegally another Government department was only too glad to collect social security tax and income tax from his earnings. The man either became " hot under the collar or felt aggrieved in conscience, according to whether he had sporting instincts or was so upright as never to infringe the gaming laws.
