TO PRESENT COMMON FRONT AGAINST FOREIGN AGGRESSION STIMULATION OF TRADE (United Press Assn.—Elec. TeL Copyright) NEW YORK, Dec. 13 The Argentine and Mexican delegations to the Pan-American Conference at Lima, Peru, yesterday submitted to the conference a joint declaration that the 21 American republics will present a common front against foreign armed aggression or attempts to implant undemocratic systems in the western, hemisphere. The declaration, which in effeef would give a multilateral character to the Munroe Doctrine, is expected to he presented for action at Wednesday’s full meeting of the conference. A message from Washington says that the Secretary to the Treasury, Mr H. Mongenthau, disclosed yesterday that the Treasury, with President Roosevelt’s approval, is earnestly studying co-operative action with the treasuries of the South and Central American countries in an effort to make available adequate exchange facilities and. otherwise to stimulate trade. Mr Morgenthau indicated that the programme might include loans, which would require the approval of Congress.
