'The German Ambassador, Herr von Blbbeml‘up, attended a meeting of the sub-committee of the Non-Interven-tion Committee to—day. ‘ The News Chronicle states that the‘ committee, after a morning‘s wrangling, conceded the principle of Russia‘s right to participate in patrolling under the proposed naval super—vision of Spanish ports. Portugal claimed a similar right. As a result a sub-committee was appoint—ed to consider a plan on the basis of six Powers participating. The sub—committee of the NonIntervention Committee resumed consxderation of the replies from various Governments regarding the plans suggested by the technical advisory sub-committee for naval supervision of vessels flying the flags of the participating countries proceeding to iSPanish ports or to those of Spanish dependencies, says an Omcial Wireless message. i In a general exchange of xiews it. ‘hecame clear that certain representatives could not, without further in;structions state to what extent it ‘would be possible for their Governments so to modify their points of View as to secure a general agreement. in regard to the method of naval supervision to he adopted.
