British circles remain reticent, explaining that the Japanese plan has not yet been fully propounded, but there is not the least chance of acquiescence in it. It is understood that the English, Canadian, Australian and South African delegates, while presenting separate opposition to the Japanese claim for equality at the Naval Conference, based their arguments in such a manner as to present a united Empire case. Sir James Parr also intended to speak to-day, but illness obliged a postponement.
