NAVAL CONFERENCE
THE JAPANESE DEMAND. MUCH OPPOSITION EXPRESSED. A DEADLOCK PROBABLE. United Press Assn.—Elec. Tel. Copyright. (Received Dec. 13, 11.0 a.m.) LONDON, Dec. 12. A communique regarding the Naval Conference states: — “ Discussion on the Japanese posal for a common upper limit was continued. Statements were made by the delegates from America, Australia, Canada, France, Britain, Italy and South Africa, expressing their views on the explanation given toy the Japanese delegation regarding its proposal. " To-morrow the Japanese will reply to the observations made toy the other delegations.” Though the communique, like all its predecessors, is a bald list of speakers on the Japanese proposal, It indicates the extent of the opposition. It is still not specified whether the Japanese parity plan embraces Powers other than those represented at the Conference, or what Japan considers the upper limit should toe.
It is semi-offlcially admitted that a deadlock has not occurred, hut this will inevitably arrive on the main issue unless a compromise is obtainable on tbe Japanese demand.
