THE BRITISH PROPOSALS. REPLY BY FRANCE AND JAPAN. (omr.iai wireless.) (Received Aug. 27, 11.15 a.m.) RUGBY, Aug. 2G. It is stated that the text of the Japanese Government's reply to the British Government’s recent memorandum on the subject of preliminary multilateral conversations in congeelion with the naval conference due to he held this year under the Washington Treaty was received at the Foreign Office to-day. It is understood that the French Government lias already replied to the memorandum.
