PARTY WINS 31 SEATS.

EDMONTON, Aug. 22

Alberta is definitely headed for a Social Credit Government, led by Mr William Aberhart. The Social Credit candidates swept the rural ridings, and were among the leaders in ihe cities as the proportional representation count proceeded early this morning. The latest figures show that the Social Credit Party has won 31 seats, and the Liberals one. Social Credit candidates are leading in 29 other seats, the Liberals- in one, and the United Farmers in one. The Premier Defeated.' The Premier, Mr R. G. Held, and at least four of his United Farmer Ministers have been defeated. Mr W. R. Howson, Liberal leader, has been elected. Mr Aberhart was not a candidate, but it is believed that he will stand at a by-election. He received the return* at the Prophetic Bible Institute, where he organised the Social Credit League. Mr Aberhart lannounces that experts will aid in establishing the social credit system, and will Invite Major C. HI. Douglas to assist in the initial administration work. Major Douglas Under Contract. Major Douglas already is under a consultation contract to the Alberta Government. He said some months ago that Mr Aberhart was performing good work and making the people social credit conscious, but be did not favour Mr Aberharl’s plans and aims. Mr Aberhart’s .proposal is to pay a basic dividend, tentatively of 25 dollars a month to every adult and an allowance for children from a levy on the unearned increment in nonnegotlable 'certificates to be issued toy a proposed credit office. A just price would be fixed by a commission. The last general election In Alberta was held in June, 1930. DECISION BY 'CANADA. ISSUE OF SCRIP ILLEGAL. United Press Assn. —Elec. Tel. Copy rig-lit (Received Aug. 24, 1.5 p.m.) OTTAWA, August 23. The Government intends to raise no opposition to the monetary plans of the 'new Social Credit regime in Alberta. The. proposed issue of scrip is illegal under the Bank Act, but no action will be taken unless it conflicts with business with other provinces. ■Social credit makes necessary a largo foreign exchange fund for Alberta, tout tiie Bank of Canada will only provide same in the regular way, by payment in Canadian legal tender.
