NEW SOUTH WALES CABINET. RE-ARRANGEMENT OF PORTFOLIOS TO INCREASE EFFICIENCY. United Press Assn.—Elec. Tel. Copyright. SYDNEY, August 22. The State Cabinet lias approved of administrative changes in the functions of the State Government de- ; partments, necessitating a re-arrange-ment of portfolios. The Government Whip, Mr J. B. Shand, has been promoted to assistant Minister without portfolio. Mr E. S. Spooner lakes the title of Minister of Works and Local Government. Mr H. M. Hawkins will be Minister of Social Services. The changes have been made to promote economy, increase efficiency, snd avoid overlapping and duplication.
