Power constituting practically a monopoly of inter-provincial and export grain trading in Canada is given to the proposed Canadian Grain Board, in a hill introduced in the House of Commons by Mr R. B. Bennett-, the Prime -Minister. The measure will place all the grain elevators in the four western provinces under the exclusive control of the board, and it is expected to end the operations in futures now dealt in on the Winnipeg graia exchange. Under the Bill the grain will be taken from the producers in the usual manner, payment being made in casr advances and the issue of participation in certificates which will secure for producers a. pro rata share in the distribution of the proceeds of sales when they are completed, and expense deductions made. The bill is to become effective immediately it passes Parliament.
