The Dally Telegraph’s diplomatic correspondent states that France and Italy are the prime movers in a proposal to create a new Central European security system to guarantee independence and territorial integrity to Austria through the medium of a sixPower pact. This is to be formed,Ut is suggested, with the co-operation of Germany, Yugoslavia, Czecho-Slovakia and Hungary, It is expected that a definite move will be made within a fortnight. Laval, the French Foreign Minister, will not pay his long-delayed visit to Mussolini until he is satisfied an agreement is assured. In the meantime it is hoped that the new regime of Prince Paul, Regent in Yugoslavia, will create a more favourable atmosphere.
