ADDITIONAL APPOINTMENTS. SPECULATION IN LOBBIES. (Times’ Parliamentary Correspondent) WELLINGTON, Tuesday. Rumours of additional appointments to the Legislative Council are causing a buzz of interest in the lobbies, which has livened to some extent the monotony of the Address-in-Reply debate. Owing to the depletion of the membership which in three years has fallen from 40 to 21, it is generally thought that Hie question of new appointments will shortly produce an announcement on Die subject from the Executive Council. Even with the present strength, the attendance at the Upper House has averaged only about 15 or 16, and the difficulty of forming the various committees necessary for the conduct of business Is accentuated. So •far the Government has refused to commit itself but speculation is rife.
