LONDON REPRESENTATION HIGH COMMISSIONER’S TASK. PERMANENCE ESSENTIAL. United Press Assn.—Elec. Tel. Copyright. (Received Sept. 16, 12.45 p.m.) TORONTO, Sept. 15. The delegates to the British Commonwealth Relations’ Conference agreed on Friday that the Dominion High Commissioners in London should be permanent diplomatic 'Officers and not regarded as representatives 'Of Party Governments changeable wit/h the changes in the Government. It was also agreed that the High Commissioner should not be a resident Cabinet Minister as was the case with Australia. The Australian delegates were in complete agreement with the principle that this was not a proper course for normal circumstances. They asserted that Mr S. M. Bruce was sent to London to attend to a particular emergency. Under normal conditions Australia would simply have a High 'Commissioner.
