INCREASINQ CORDIALITY. THE BALANCE OF POWER. United Press Assn.—Elec. Tel. Copyright, LONDON, Sept. 14. The Moscow correspondent of the Manchester Guardian says the welcome accorded at Kieff to M. Pierre Cot, French Air Minister, is a striking pr,oof of the growing cordiality between France and Russia. The scene will be duplicated at Kharkoff and Moscow. M. Cot’s visit, closely following that of M. Herriot, indicates a new relationship between France and the Soviet, which is bound to affect the European balance of power. France evidently perceives m friendship with Russia a guarant.ee against a formidable resurgence from Germany.
