GANGS IN SHANGHAI.
REIGN OF TERROR. BOMBING OUTRAGE. INSURANCE FIRMS THREATENED. United Press Assn.—Elec. Tel. Copyright. SHANGHAI, Dec. 1. Gang methods arc creating a reign of terror in Shanghai and the police are at their wits’ end to cope with a series of bombings and shootings under the aegis of patriotic antiJapanese organisations. More than 20 shops in the past month have been bombed and three persons killed and many injured. The outrages have followed letters warning the Chinese against dealing in Japanese goods. There was a startling development to-day. Three British insurance firms received threatening letters in packages containing live ammunition announcing that unless insurance claims were met on property destroyed during the Sino-Japahese hostilities their premises would be bombed. Later the police discovered a bomb on the ground floor of one ofiicc. The police arc powerless owing to the Chinese victims refusing to co-oper-ato with them. Many Chinese public bodies regard the bombers as patriots.
