POST AND TELEGRAPHS. FORTHCOMING BILL. ALTERATIONS PROPOSED. WELLINGTON, Wednesday. A change in the title of the Secretary of (lie Post and Department to the Director-General of Post and Telegraphs is understood to be proposed in the Post and Telegraph Amendment Bill, which it is intended to introduce hi the House shortly. It is also proposed that the first assistant-secretary and tho second assistant-secretary shall he known as the dcpuly-direclor-gcncral and director of postal services respectively. Provision will also be made for tho establishment of a Posl Office Disbursement Fund, which will enable Hie departmental Imprest Account lo lie kept separate from that of the Treasury. New limitations will he placed on the weight of articles which may bo sent by post and authority will be given for Hie recovery by responsible officers of Government property improperly obtained and senL for transmission in postal packets. There will lie several machinery amendments designed lo simplify the work of the department. FLAX LANDS. EXTENDING LEASING TERMS. "« ” WELLINGTON, Wednesday. Tho granting of longer leases of ilax lands in certain eases is provided for in the Lands Washing-Up Bill, which was introduced 'in the House yesterday. A clause in the hill confers power whereby in cases where Ilax lands are- evidently not unilalde for farming purposes, new leases may he granted in special cases for any term not exceeding GO years, with or without the right of renewal for a further like term.
