FINANCIAL STRAITS. CAPITAL ALMOST EXHAUSTED. United Press Assn.—Elec. Tel. cop.vr'gm. LONDON, Oct. 26. The Minister of Health, Sir E. Hilton Young, addressing the British Empire Union, declared that unless the member States pay their contributions the League of Nations may have to severely restrict iti activities. Arrears were accumulating at a rate of £150,000 a year and the League’s working capital was almost exhausted.
