Stevens, the State Premier, said: “The Privy Council decision prepares the way for the application of a policy of reform of the Upper House. We are determined that the House shad be reduced in size, and that Its strength will he that of a deliberative Chamber. For some time it has been distinctly partisan. We are determined that that shall cease."
