The Speaker of the House, Mr Garner, to-day proposed a 2 1,000,000000 dollar (£120,000,000) relief programme, which provides for a J. 000,000,000 dollar (£200.000,000) bond issue Tor gigantic public construction works, a.similar sum increase in tlie bond-issuing authorisation for loans to Slates, counties, and cities, and 100,000,000 dollars (£20,000,000) appropriation for the President, Mr Hoover, to distribute as direct relief where necessary
