PLANNING RESEARCH

WORK OF PACIFIC INSTITUTE. PROBLEM TO BE TACKLED. At a special meeting of the Wellington group of the Institute of Paciflo Relations members met Mr W. L. Holland, who has been acting research secretary since Dr. Condliffe left Honolulu. Since the Shanghai conference in November. 1931, Mr Holland has been living In North China, engaged with Mr Bruno Lasker in editing the proceedings of the conference. After leaving China, lie visited South Manchuria, Japan, and t'he Philippines, and gave a most interesting account •of events in those places and the reactions following the Sino-Japanese War. There was a noticeable difference In the Press news in China and Japan, he said. In the former country there was a large foreign Press which as well as the Chinese Press published opinions of other countries on the crisis. In Japan no foreign opinions were published. Members of the Institute in both countries were most disturbed by the war, and the antiracial feelings that were aroused. In discussing the programme for the next conference Mr 'Holland stressed the importance of planning in political, educational, and economic sphere. In all countries the need for planning was realised, and research along these lines w r ould bo the special work of the institute during the next two years. It was hoped that Soviet Russia would •send delegates to the next conference, and that members would be able to gain first-hand knowledge of the results of Soviet type of planning. Mr Holland visited the institute groups in the Philippines and Australia, and will visit those in New Zealand, thus enabling groups to co»rdinate their research work.
