WAR DEBT NEGOTIATIONS. MOST UNSATISFACTORY. (Orncral Wireless.) IUJGRY, July 27. In reply to a question In the House of Commons as to the result of the representations made to tlie Soviet Ambassador, .Mr SokolnikolT, regarding tiie present position of the AngloSoviet Debts Committee, tlio Undersecretary for Foreign Affairs, Mr Itugti Dalton, said tlio Foreign Secretary, Mr A. Henderson, last week (nul two conversations with the Soviet Ambassador. Mr Henderson represented to die Ambassador that the state of the negotiations was most unsatisfactory, and ho urged the necessity for a concrete offer on the part of the Soviet Government. Mr Sokolnikoff undertook to report these conversations to his Government and to ask for further instructions. Mr Henderson hoped after his return from Berlin to have a further conversation with the Ambassador.
