LOAN COUNCIL’S TERMS. PREMIERS’ PLAN IMPERATIVE. MUST BE PUT IN OPERATION. United Press Assn.—Elec. Tel. Copyright. CANBERRA. July 28. The Prime Minister, Mr J. H. Scullin, announced to-day in the House of Representatives that he had sent a telegram to Mr J. T. Lang, conveying the terms on which the Federal Loan Council was prepared to provide temporary financial assistance to the New South Wales Government. These were that Mr Lang must join the Loan Council. He must actually pass and put into operation the Premiers’ plan, including a reduction of 20 per cent, in the adjustable expenditure, and he must undertake responsibility for the payment of the interest on New South Wales’ public debts. Mr Scullin added that if Mr Lang complied with these conditions the Loan Council would the Issue of Treasury bills covering New South Wales’ requirements in July, but so far as the August requirements were concerned, that matter would be dealt with by the Loan Council at its meeting In August.
