OFTEN UNDULY BLAMED
HEADS OF DEPARTMENTS. TRIBUTE FROM MR DYNES FULTON ASSISTANCE TO HERD TESTING. A tribute to the services to the cause of herd testing given by Dr. C. J. Reakes, Director-General of Agriculture and Mr W. M. Singleton, Director of the Dairy Division, was paid by Mr Dynes FuH|on, chairman of directors of the New Zealand Cooperative Herd Testing Association, at Hamilton, yestdrdiay. These gentlemen, said Mr Fulton, had been untiring in their effort to render the group herd testing movement assistance. In any representations made to the Government for help, these two officers had been 100 per cent, behind it. Mr Fulton said he had no time for the carping critics who were iready on all occasions to blame Government officers for failure to do things. More often than not the fault lay not with the officers themselves but with the Government which failed to give its sanction. The officers themselves often made recommendations of which 1 Cabinet did not approve, but they often had to shoulder the responsibility in the public mind. “After a long and varied experience of farming I feel that departmental heads are often unduly criticised," added Air Fulton.
