Lysaght, created so much controversy that it was finally referred to th*e Supreme Court Judges for a report. The Judges unanimously express the opinion that the bill will prove unworkable and aggravate the evils it is designed to cure. The bill proposed to make revolutionary changes in the methods of procedure and costs, which would lead to most unsatisfactory results._
