Lieutenant-Commander Kusalcari, of the Naval Staff, committed suicide today, to mark his disapproval of Japan’s alleged failure at the Five Powers Naval Conference. (Received May 21, 9.35 a.m.) WASHINGTON, May 20Admiral Pringle, president of the Naval War College, testifying 'before the Senate Naval Affairs committtee, said he disapproved of the alteration in the relative naval strength between the United States and Japan as proposed by the London Treaty as lessening American chances of operating successfully a campaign. He also said he could not..agree to terms regards cruiser strength, and that all available tonnage in that class should have eight-inch guns. \
