THE SEVERN BARRAGE PLAN. —A proposal to construct a barrage on the River Severn was sketched out many years ago, and in 1920 it look definite form. The idea is to utilise the Severn’s abnormally high tides for generating electricity, a scheme having been outlined by Government engineers.
