UNCONSTITUTIONAL CONDUCT. OPPONENTS’ ALLEGATIONS. FUNDS FOR PARTY PURPOSES. (By Telegraph—Press Assn. —Copyright.) Aii fur .r. —'•ess asso 'aticn. ’ (Received Julv 1, 11.30 p-m.) , WARSAW, June 30M. Pilsudski, the ex-Minister of Finance, and M. Czechowicz were charged before the State Tribunal with, unconstitutional conduct in not submitting to the Diet’s ratification of ex» i penditure of a considerable sum. The' chief figure is Pilsudski, Czechowicz being a nominal (accused. As an outcome of Pilsudski’s duel in the Diet, the State Court decided U> ( terminate proceedings against Czecho-; wicz without giving judgment. This is generally interpreted as a vi.otory for Pilsudski, thought the Court was actually evading a decision, declaring that it could not come to a final decision until the Diet had decided re-i garding the propriety of the disputed! expenditure, which the foes of Pilsudski state was used to finance th« Government party at the General election. In any case it must delay several months before the former Finance Minister's fat is determined.
