PROTECTING THE REPUBLIC. TURBULENT SCENES. DEFEAT OF GOVERNMENT BILL. (By Telegraph—Press Assn.—Copyright.) (Australian Press Association.) BERLIN, June' 27. Turbulent scenes followed voting in the Reichstag, which resulted in the bill for prolonging the law for the protection of the public failing lo secure a third reading by the necessary two-thirds majority. This normally would mean that the present law would expire on July 23, after which the ex-Kaiser would be able to return to Germany, and the Government would he unable to issue an order prohibiting his return. Herr Severing (Minister of flic Interior) immediately announced the intention of the Government to introduce a new bill, which would afford ample protection for the Republic. In the meantime the power of the State would be employed to protect the Republic.
