I (Received April 16, 9.30 a.m.) j GENEVA, April 15. Mr Loudon (America), dispelled the hope of a full Disarmament Conference this year by stating that it is impossible. The meeting will proceed with the second reading of the Draft Convention. i t This means that the chief business of the session will be the discussion of the Soviet’s proposal for a 50 per cent, cut in armaments. The Chinese representative, General Tsing-tso-ping, has given notice of the following resolution: “That nowi the Peace Pact has been signed all nations should discard compulsory military service.”
