The Dally News' Moscow OOPrespondent reports that tho Third International has released an amazing thesis on war as voted by the recent congress, where It was read by Tom Bell, a Glasgow Communist. It declares that each war must be Judged on Its merits In the light of Dr. Marx's theory on history that a nation representing Imperialism against a national revolution wages an unjust war. Foreign Communists have been ordered to reject the slogan to boycott war. A general strike'ls not a panacea.' The Communists must not refuse to Join the armies; otherwise the revolutionaries will not be Included In the Bourgeois army. When the time Is ripe they must attack the Bourgeois turning a national war Into a civil war by fraternising In front and rising In the rear.
