(•Received August 20, 11.45 a.m.) BOND ON, August 19. The departure of Mr F. B. Kellogg, U.S.A. Secretary of State, for Paris stirs memories in France. The Petit Parisien states it is nearly a decade since the late President Wilson left the United States for Paris with the leaders of. the Allied Powers to establish a new Statute for the world. To-day again an American statesman embarks for Paris to .put a noble enterprise afloat. The Action Franchise caustically states; “Let us hope that this enterprise will not cost us so dearly as the first." The fact that Mr 'Kellogg’s arrival will synchronise with the anniversary of the Vanzetti executions has induced the authorities to make elaborate preparations for his protection.
