meeting the linancial loss that is occasioned by native owners not. paying their rates takes a prominent place. The subject has been the topic of discussion for, many years and there at least appears prospect of dome measure of alleviation. The

most recent reference, of local application, was made at this week's meeting of the Raglan County Council. In information supplied to the Native Land Consolidation Committee it was shown that where native-occupied lands should be providing £2200 a year in general, hospital and special rates, the council did not receive £3O on an average from this source annually. The opinion was expressed that although the process would be slow there was at least prospect of recouping some of thjs money as a direct result of the activities of the committee set up to deal with the matter.

The Waipa County, which is bringing the matter to the direct attention of other local bodies and members of Parliament, raises protest at the recent action of the Government in passing regulations restricting (he powers of county councils to make bylaws fixing the speed limit for the purpose of preserving the roads. The contention that members of county councils and the engineers to these bodies understand better the requirements of their' respective districts than anyone outside has a good deal to be said for it, and the matter is not likely to be allowed to remain where it is at present.
