It has been suggested that the League of Nations should he asked to investigate the explosion, in this connection it is semi-ofiioially stated that the manufacture of phosgene is allowed under the Implements of War law in factories specially licensed by the Ministry of Trade. Whether the Hamburg gas conformed to the law will he the subject of inquiry. If the law was infringed a prosecution will follow.
