The State Department announced toI day that it sent a note on May 15 to the I Chinese Nationalist Foreign Minister, IMr Hwangfu, demanding that the | murderers of the American missionary, ; Dr. Walter Seymour, be arrested and j executed. The note was delivered at ! the Nationalist Bureau at Shanghai for ! transmission to Mr Hwangfu. II also demands the arrest and puni ishment of the officers responsible for the looting of the American mission. AMERICANS TO EVACUATE. PLANS COMPLETED. TROOPS 'TO BE WITHDRAWN. (By Telegraph.—Press Assn. —Copyright.) (Australian Press Association.) (Received May 23, 11.30 a.m.) WASHINGTON, May 22. It is authoritatively stated that the Government has decided upon the avacuation of all Americans from North China in the case of extreme emergency in an increasingly menacing military situation. The plans, which are already completed, provide for the withdrawal not only of civilians,, but also of American armed forces. The first step would be to remove the Legation and all civilians to Tientsin, followed by the withdrawal of American troops to that city.
