SPEECH TO THE LEGIONARIES. DEPARTURE FROM NEUTRALITY, APPROVAL OF ALLIED 'CAUSB. (Australian and N.Z. Gable Assn.) (Rec. October 3, 10.15 a.m.) LONDON, October 2. The Observer's Paris correspondent says there is considerable comment in Roman Catholic' circles upon a speech made by the Pope to the American Legionaries. According to Le Gaulois it is a distinct departure from the neutral war attitute hitherto taken. It is noted that no official report of the speech has been published but the Action Francaise asserts that the Pope blessed those who saved Europe with blood, and points out that neither Cardinal Mercier nor the French Cardinals ever obtained so remarkable an approval of the allied cause. The paper congratulates the Americans upon securing from the. Pope such an implicit condemnation of German agression, marking a definite change in the papal policy.
