MORRINSVILLE BOROUGH

MEETING OF COUNCIL.

The fortnightly meeting of the Morrinsvillo Borough Council was held on Thursday evening. Present: Mr G. M. Gummer (presiding), Crs. Chadwick, Chapman, McPherson, Echlin, and Thomas. The engineer, Mr Branch, was also in attendance. Leave of absence was granted Cr. Dendy on account of being indisposed. Mr W. M. Smith applied for a taxi driver's license. —The application was held over tint il next meeting.

The clerk to the Court wrote that Anderson's license No. 703 had been cancelled and by order of the Court a I Morrinsvillo on the 15th June he was prohibited from obtaining a license for a period of two years.

The Railway Department agreed to supply 75 yards of scoria for the purpose of metalling Ihe portion of Eorne Street south of the railway crossing. Permission was granted A. M. Humphreys to connect his property, just outside Hip borough, with the borough water mains. A building permit was granted to 11. R. Humphreys for a dwelling, and to A. I. Skinner to erect scaffolding. The Workers' Educational Association forwarded circular and staled that it was desirous of starting a permanent tutor at Hamilton in order to develop adult aduealion in the surrounding districts. It asked the Council's assistance.—The letter was referred to Hie Finance Committee to report at next meeting. A letter and circular were received from the Medical Oftlcer of Health dealing with the treatment of cancer and offering to supply more information on the subject if required, and requesting the Council to circulate the pamphlets in their district. Rates for Coming Year.

The clerk presented the following statement of proposed rating for the coming year, which was adopted:— i. General Rate—A general rate of threepence farthing (3Jd) in the £ on all unimproved value of all rateable properly in the whole of the Borough of Morrinsvillo. 2. Water Rate—A general separate rale, to wit, a water rate of ten shillings on all lands and dwellings to which water is supplied (to be called a consumers' rale) and 5/- on all land and dwellings lo which water can be but is not supplied, situated within one hundred yards from any pari of the water works (to be, called a non-oonsumers' rate).

3. Special Hale —That for the purpose or paying interest and other charges on the Borough loans of £3OO, conn, £ i mo. £OOOO, £,3500, fsoo, £ISOO, £ISOO, £SOOO. £2OOO, £3OOO, £2OOO. £SOOO and £SOOO. a consolidated special rale be collected of fourpence Ihree-farthings C-i'd) in the £ (in lieu or the spvpral sppcial rates pledged in respect, of such loans) on ihe unimproved value of all rateable property in the Borough of Morrinsvillo. with the exception of that portion known as the Lockerlio Subdivision, on which Ihe said consolidated sppcial rale shall be fourpence and live-eighths of a penny (1 5-Sd) in the £.

Special Sewage Rale. —That for the purpose of paying interest on the charges on the inner area sewage loan of £15,000. a special rate be collected of one penny and seven-eighths of a penny (1 7-8 d) in the £ on the unimproved value of all rateable properly in (he inner area of the Borough of Morrinsvillo. All Ihe above rales to be for the period from Hip Ist day of April. 1920, to the 31 si, day of March, 1927, and lo be. payable in one sum on the last day of .Inly, 1920. Rebate —That a rebate of 5 per cent, of Hie general rate be allowed lo every ratepayer who pays his rates befor Ihe expiration of the 30 days from Hie due date thereof.

Cr. Chapman said thai the Council's advertisements announcing the rates and the rate demands were misleading in staling lhat. the water rale was only 10s. He thought the ratepayers should be told the exact amount that. they had to pay, which was considerably more than 10s. Cr. Eclilin asked if the discounts were the same as last year.

The clerk replied lhat all rates paid within 30 days would be allowed discount.

General.

Cr. Chapman said that he had recently paid a visit lo the Recreation Grounds with Mr Coghill, and found lhat many of the pine trees had been cut ahoul and branches removed. Many of the young trees were being smothered with the long grass growing over them. Mr Coghill could not be expected to do all the work, as he was giving his services gratis lo the borough. Some mischievous persons had also removed the wire-netting put round the shrubs. Cr. Thomas suggested that notices should be put up offering a reward for information that would lead lo the punishment of Ilie offenders, and that the headmaster of tfie school should speak to the children about protecting the trees. —II was agreed lo act on these suggestions and also to put a man on to cut. the grass.

The Council then went into committee and afterwards reported as follows : Levels in Park Street.—-It was resolved that Die present road level be adopted as the. permanent level and thai immediate steps be taken to declare such permanent levels. —The engineer lo prepare estimates for extending street water drains in Park SI reel anil further to report as to permanent works generally. In dealing with the N.Z. Co-op. Dairy Company's request lhat the matter of charges for water be given further consideration, the committee dediced thai the Finance Committee be empowered to meet a small committee from each of Hie dairy companies to discuss the matter further.
