— VALUABLE CONCESSIONS SECURED). U.S.A. RUBBER EXPERT'S DEMAND, ANNULMENT OR MODIFICATION. (Received June 5, 8.45 a.m.) NEW YORK, June 4. A powerful British financial interest has obtained concessions over practically all valuable lauds in Panama, according to a memorandum prepared by Mr Richard Marsh, Hie rubber expert, and submitted to Hie Departments of Commerce aud War. Mr Marsh calls on the United States Government as a clear obligation, both, to the real interests of Panama and. herself to compel the annulment or modification of Ihcsc concessions. The chief purpose of British action, as Mr Marsh sees it, is lo block the proposed American development of rubber in Panama, which is detrimental to the British rubber monopoly.
