FENG-YUH-SIANQ, CHANG-TSO-LIN (Reuter.) (Received Nov. 19, 10.15 a.m.) PEKIN, November 18. Representatives of Feng-puh-siang and Chang-tso-lin have signed a peace agreement by which no Fengtien troops are to be stationed at Tientsin. The Fengtieners are to retreat 30 miles east of the Pekin-Han-kow line. It has also been agreed to establish a Joint office at Pekin to dis cuss the questions of tlie Premiership, reconstruction of the Cabinet, and the election of a President. Ghans-tso-lin informed the foreigners at Mukden that the Fengtien foiccs would be withdrawn from Shantung.
