CABINET'S FOURTH DEFEAT. COUNCIL TO BE SWAMPED. SYDNEY, Nov. 13. The Legislative Council, by 35 votes to 15, rejected a Bill aiming to restore seniority rights- to the railwaymen who went on strike in 1016. This is the Government's fourth defeat. Mr. A. C. Willis, vice-President of the Executive Council, staled that the Government would now take steps to see that its policy was carried out. This means that the Governor will probably be asked to appoint sufficient new members of the Council to ensure a Government majority in the Chamber.
