The Time?' Riga correspondent reports that news has leaked out that Russian engineers, assisted by German technical exports, have invented an eleetro-maxrnelie apparatus for destroying aeroplanes. This was recently lesfed. and the results were sn satisfactory thai the revolutionary Military Council decided to place funds in the hands of a special committee for the rapid construction of enough antiaircraft to protect the. most, vulnerable and vital centres nf Russia. It is also stated that, similar and more powerful stations are being constructed for the purpose of putting out of action electrical mechanism aboard hostile warships.
AIR MINISTRY'S DISCOVERY.

LONDON, May 27
An Air Ministry official states that the Government's secret experimental staff lias discovered a ray capable of stopping the rotation of aeroplane engines, but, an antidote in ttm shape of screen insulating magnetos and dynamos has also been discovered.
