CHAOS IN CHINA.
ATTACKS ON MISSIONARIES HINT FROM AMERICA. MAY BE COMPELLED TO ACT. (Australian and N.Z. Cable Assn.) PEKIN, January 18. The United States Ambassador, Mr Schurman, addressing the American Association, cited six recent attacks upon American missionaries. He hinted that if the Pekin Government were unable to protect the rights of foreigners the Powers involved would be obliged to act. y ~ TT ~ . ' Mr Schurman said that the United States' attitude toward China was friendly, but it was not incompatible with friendliness to insist that the Pekin Government should fulfil its treaty obligation and protect American lives. He was impressed by the apparent general disintegration of China, now consisting of six divergent Governments', which were not only independent of Pekin, but distinct from each other. Mr Schurman mentioned the imposition of a surtax on foreign cigarettes at Chekiang as being unlawful, and hinted that foreign flotillas might be necessary there as in Canton.
