is It a success?
PROBATION OFFICER SAYS “YES.”

The question as t,o whether the system of probation is a success is discussed at some length by the Chief Probation Officer, Mr C. E. Matthews, in his annual report presented tonight.’ He discounts the theory advanced by a section of the press that it is a failure, but admits that some offenders show after the first month of probation that they are not worthy of the privilege, and tho younger men are the chief offenders in this regard. However, taken all round, he says the percentage of successes last year of probationers was 95, only 31 of 533 admitted to probation falling to carry out the terms of their conditional release.
