The Moscow correspondent of the Daily Express states that the Soviet intends making a protest against Britain’s refusal to accept M. Rakovsky. M. Rothstein, M. Tchitcherin’s representative, states that the position is incompatible with the Soviet’s dignity, and sufficiently grave to threaten the relations between Russia and Britain. BRUSSELS, August 10. Negotiations have been practically completed for the issue of a Belgian loan in Paris of 500,000,000 francs. The loan is intended to smash the offensive against the Belgian franc. The Government also proposes to restrict imports in order to check the fall of the franc.
