GROWTH OF BORROWING* ADVISED TO "GO SLOW." SETTLERS REQUIRE ASSISTANCE. (By Telegraph.—Special to Times.) WELLINGTON, Thursday. Recently the Government Statistician published sbrhe interesting figures for the first time, showing the extraordinary growth of local body borrowing. The Prime Minister referred to the question of local body finance to-day during the course of his reply to' a deputation. "* "I have 'that wretched moratorium staring me in the face," said Mr Massey. "I am preparing for it, and I-think its difficulties Will he met by amending' the State Advances Act recently passed. Money is gradually getting cheaper, but I would warn local bodies to go slow. It is well for the'm to remember that there are settlers, iri the Country who heed money just as much as they do."
