RUSSIAN CONSTITUTION.

LENIN FIRST PRESIDENT. FEDERAL POWER SUPREME. Australian and N.Z. Cable Assn. LONDON, July 7. Tho Moscow correspondent of the Daily Express reports that the United Slates of Russia came into being on Friday, when an assembly representing the federated Soviet Republics adopted the new Constitution and elected the firs l~- Government as follows: — President.—M. V. I. Ulianoff-Lenin. Foreign Affairs.—M. G. V. Tchitoherln.
War.—M. L. D. Trotsky. Foreign Trade.—M. L. B. Krassin.
Transport.—M. If. E. Dzerzhinsky. Supremo Economic Council. —M Rykoff. Finance.—M. G. Y. Sokolnikoff. Labour. —M. V. V. Schmidt.
Under the Constitution the supreme power is vested in a Federal Executive Committee. There will be two houses, firstly, a Council of Union, chosen according to the population of each Republic, and, secondly, a Council of Nationalities, composed of five members, »of each Republic appointed by the respective State Executive Committees.
The. new flag will be' a crimson ground with a star in the centre displaying a globe containing a hammer and a sickle, and the motto, "Workers of the World Unite."
