Cable Assn-) BRUSSELS, October 0. • The International Commission on Russian relief, representing 20 nations, resolved that the Commission cannot approach the respective Governments for credits until the Mission of experts is allowed to visit Russia and investigate (he extent and population of the famine areas, means of transporting and distributing relief, and the prospects of the next year’s harvest: also that the Soviet Government must assume the responsibility for Russia’s former debts.
