JAPAN'S PROPOSALS REJECTED

The Indio-Ghina correspondent learns that Japanese negotiations with the Chinese Government have reached a deadlock, and the Japanese troops are likely to remain in Siberia. PEKIN, October 8.
The text of China’s reply to Japan’s Shantung proposals declares that Japan advances no plan fundamentally acceptable to the Chinese Government or people. If the proposals comprise Japan’s final concessions, they arcfSnadequale to prove the sincerity of Japan’s desire lo settle the question, and China reserves freedom to seek a solution whenever a suitable occasion presents itself.
