An interesting debate arose upon a proposal to amend article 18 of Ibe Covenant in order that no international treaty should lie binding until registered and published by the secretariat of the league. The discussion revealed many difficult eases and a considerable difficulty in embodying the proposal in legal phraseology which would cover an infinite variety of eases. After Mr Balfour bad explained the situation, the assembly agreed lo adjourn further consideration of Ibe matter Lo the third assembly, ASSEMBLY ADJOURNS(Australian and N.Z. Cable Assn.) Received October 6, 5.5 p.m. GENEVA, October 5. The League Assembly has closed. China, Brazil and Belgium were reelected non-permanent members of the Council.
