FRANCE'S POSITION

Doumcr's prc-Budget statement points out that the total debt amounts to 264,000,000,000 francs. False hopes had been entertained that conquered Germany would bear France's whole financial sacrifices, but the-only safe road was absolutely to balance expenditure and receipts. The military expenditure for 1922 shows a reduction of 500,000,000 francs compared with 1921. For the first time since the war a favourable trade balance has been revealed. For the first six months of 1921 the imports totalled in value 10,500,000,000 francs, aggregating 16,000,000 tons, and exports were 10,750,000,000 francs, aggregating 7,326,000 tons. The imports declined to the extent of 1,000,000 francs, or 6,000,000 tons, compared with the previous corresponding period.
